[hydra] Instant analysis of a ressource when user add a ressource manually, whatever the queue status

When a when a user add a ressource manually on data.gouv.fr and if the "high" queue is already populated, his ressource might be crawled/analysed later, and thus he won't see the preview of his ressources instantly.

That might be a problem for the datavisualization usage in the future.

Solutions:

1. Consider adding a queue level to differenciate crawling/analysing a ressource manually added vs. a ressource added via harvesting
