I am unable to reactivate Toolbar Extras after restoring to a prior copy of my site on Siteground using their automatic restore functionality.

I used Siteground's restore feature to grab an old copy of a page and reverted to the most recent copy, Toolbar Extras was force de-activated for some reason. I can't reactivate it, when i hit it activate it says plugin activated, but it stays deactivated. I even tried deleting references to it in the DB options table with a DB cleaner plugin, still will not let me re-activate the plugin. I've already cleared all the caches in all of my plugins, it just simply refuses to reactivate. Wordpress 5.4.
