Initially, I though that it's because the current fix is applied only to RequiresDelayedBuild assemblies and JsonTranscoding is not a part of that set:

but the command:

./eng/build.cmd -ci -prepareMachine -nobl -all -noBuildJava -pack -arch x64 /p:CrossgenOutput=false /p:ASPNETCORE_TEST_LOG_DIR=artifacts/log

does not contain any arguments that would set `DotNetBuild'. To be sure, it would be good to see the binlog but none was produced in the failed run.

Still fails occasionally with JsonTranscoding.

This one was on 10.0 and before the backport of #65150. I haven't seen JsonTranscoding fail on main since that PR was merged there on Friday. https://dev.azure.com/dnceng-public/public/_build/results?buildId=1260996 from today is interesting, but isn't on one of the RequiresDelayedBuild projects

does not contain any arguments that would set `DotNetBuild'. To be sure, it would be good to see the binlog but none was produced in the failed run.

As for this part, DotNetBuild is only true when we're building in the VMR. I added that code you linked a couple weeks ago, in order to work around this issue in the VMR. I'll probably revert it if we continue not to see failures in the JsonTranscoding projects, as it's a bit hacky (FYI @mmitche)
