Upgrade to Boost 1.74

Some of the header files have mooooved in the 15 years since this module was last released. The Github repo is updated with the latest header locations, but we are still getting build errors.

when building by hand need to set export BOOST=/usr/include/boost

Alien::Boost::Headers fails to Extract. Does it need a sudo permission? Where does it extract to?

the Cloud9Ubuntu image on AWS installs the headers to /usr/include/boost/graph
