Provide new independent test input and output files

@potterzot, please specify the format for these files (i.e., a template in this folder?).

@teixeirak see the testthat subdirectory (ghgvcR/tests/testthat/) of that folder - the files named test_*.R provide nice examples. For example https://github.com/ebimodeling/ghgvcR/blob/master/tests/testthat/test_ghgvc.R

And the test files go in ghgvcR/data/

@teixeirak @dlebauer not in ghgvcR/data/, but in ghgvcR/tests/data/. In fact these are already there in both JSON and XML format, but what we don't know is what the result should be when using those files as inputs. In the file @dlebauer referenced, I've included the outputs (specifically these lines) that are the results from the single site input file, but I don't know that they are right, and I don't know what the results from the multi site input file should be.

So the action item is to update test_ghgvc.R to define the outputs that we should be getting using the input files in tests/data/.

Then from here on out, the input from Ruby should match the format of the JSON version of the input files, and the output defined in test_ghgvc.R should match what we expect when we calculate based on those inputs.

In case it isn't clear, the input files in tests/data/ represent the data that is selected by the user that then gets passed to the R portion of the app to calculate the results.
