Install development tools

For development the following tools are needed:
* valgrind (3.26.0)
* linux-tools-common (6.8.0)
* linux-tools-generic (6.8.0)

Proposal is to add the tools to the tools to https://github.com/eclipse-score/devcontainer/blob/main/src/s-core-devcontainer/.devcontainer/s-core-local/versions.yaml
