License of Emacs Icon/Logo #578

I'll start this off by saying I am NOT a lawyer and this is NOT legal advice. You may prefer to seek professional advice about this issue instead.

The two Emacs icons included in the banners folder seem to be licensed under the GNU GPL license (or at least their SVG versions are), this one as GPL-2.0 and this one as GPL-3.0 or Later.

So this repo should probably include a source to the originals, a notice that the logo have been changed to the PNG file format, as well as a copy of both the GPL-2.0 license and the GPL-3.0 or Later license in accordance with the license terms. Note that the license of the emacs-dashboard package is GPL-3.0 only.

However, note that the license for this logo may be GPL-2.0 only- the website linked seems to suggest it's GPL-2.0 or later, however upon inspecting the SVG file text it looks like it might be GPL-2.0 only. If that is the case it may be a good idea to remove the file from the repo entirely- especially because even if it was GNU-2.0 or later, I couldn't find a source for the file.
