[Regression][Mobile] there is no scroll on 'new request', so admin can not scroll down to click on the buttons

What happened?

1. Open DIAL in mobile view (use devTools ans iPhone SE to have smaller height just to reproduce easily)
2. Create any folder with some items inside, for example prompt folder with three prompts inside
3. Send publish request for the folder
4. By admin open the request -> it's impossible to scroll down -> bug

Note: not reproduced in 0.44.0 on UAT

Expected: scroll should be available for any new request (publishing of app, chat, prompt and it's folders) if it doesn't fit the screen
