Need to move Friction Factor Calculation in TACOCAT Main body Code

We are doing this so Nusselt Number can call Friction Factor.

Currently, TACOCAT needs to be able to calculate the Friction factor earlier in TACOCAT. Then the friction factor can be used to calculate the Nusselt Number.
