Flow failed to start - opens many tcp connection

Hi Flow team,

Flow was working fine until it suddenly fail to start "Flow failed to start" during IntelliJ start up. I notice flow opened thousands of tcp connection.

Ports 7575, 52354, and 3571 were free before starting IntelliJ&Flow. Problem persists after plugin reinstall.
