Support meson build system

Motivation

Most of our projects use meson as one of the main build systems, and we would like to slowly transition to/include stdlib. Native meson support in stdlib would make this much easier.

Would you be open to adding Meson as a supported build system for stdlib itself, alongside the current options? If there is interest, I would be willing to work on the meson support and create a PR.

The combination of meson and fypp doesn't work well together last time I tried. There is the option to use configure_file to generate the Fortran files dynamically with fypp during the setup step, however this triggers a reconfiguration of the build any time a fypp file changes and therefore forces a full rebuild of stdlib. Unless there is a better option added in more recent versions of meson, I would think it is easier to discover the CMake installed package via pkg-config or include stdlib as CMake subproject in meson.

@awvwgk isn't that similar to the issue with FPM for which a pre-configuration script was added ? (see https://github.com/fortran-lang/stdlib#build-with-fortran-langfpm)
