The ID ranges page does not allow to display existing id range details

The IPA Server / ID ranges page displays the existing ID ranges but does not allow to open a page with the range details:

The "Add" button does not open any window, preventing the addition of ranges from the WebUI (already reported in #952).
The "delete" button does not delete the selected range (also reported in #962 but for subid, applies to any range)

This section is still under development, so the action buttons and the access to Settings page is not available yet. We plan to continue implementing new pages and sections, so this is under track :)

Just double-checked this and it seems to be a PR to add functionality to the action buttons on that page (but not for settings page, that will come later 😁 )
