Packer image builds are failing

Automated report from build-images.yaml: failed run — prepare: success, prune: success, build: failure. Per-builder detail is in the run's job list.

The fleet provisions VPS boxes from these images; a stale image surfaces only at provision time, so treat this as production-impacting (see getlantern/engineering#3838).

This issue closes itself on the next green run.
