Draw screen rotation broken in Android 16

Blocked until https://github.com/getodk/collect/pull/7132 merges to master

It's likely that othe fixes applied in #7123 won't work with an app targeting Android 16. We should be able to get it working by adding the opt-outs described [here](https://developer.android.com/about/versions/16/behavior-changes-16#temporary-opt-out).
