Add template support to all corpus repos

We need proper documentation for each corpus repo, at least for the public ones. And we need proper CI for conversion and further processing. Tasks:

• add CI support for conversion (orig ⇒ converted) - requires a.o. scripts in the template
• add CI support for analysis (Korp update) - requires a.o. scripts in the template
• add template to open, orig repos
• add template to open, converted repo
• add template to closed, orig repos
• add template to closed, converted repo

The reason for having two different templates (orig and converted) is that they need different CI scripts, and different general texts.

After the dictionary repo is more or less done (missing: lemma count and table headers) this one is the next in line. To the todo-list above should be added word count (in line with the lemma cound of the lang repos).
