Per-app message rate limiting

It would be useful to be able to specify a rate-limit per app. This would prevents automated tasks from flooding the server with excessive notifications or act as a safeguard.

For example: x messages per minute/hour/day with a configurable burst value.

Can this be just done with an off the shelf IP rate limiter (nginx, caddy with an addon, etc) with your reverse proxy? Most of these ratelimiters also allow you to use other ratelimiting keys like X-Gotify-Key.

I am sure it can but this approach is of course much less user-friendly
