Include Hamiltonian in the list of learning goals for the week/topic #7 and emphasise it in the text

At the moment the concept of Hamiltonian is not included in the list of learning goals for the week/topic #7 (indirect approach to continuous-time optimal control). And it definitely should be there. Its role should be emphasised in the text.
