[loadgen] Sweep transaction generation over core count

Generation throughput plateaus, and where it plateaus moves with the number of cores, so the right
worker count is a property of the machine that will run the generator and cannot be a fixed default.

Sweep the generation rate over worker count so the setting can be measured rather than guessed.
