The input to 2w technologies missing in input gdx (during .model.transport.build)

• Update build to include the input of ICE_H_moto, ELE_moto

The parameter output of ICE_H_moto, ELE_moto is there, but input missing (in recent NGFS and CircEUlar baselines).
