Change the link between proposal cycle and observatory #12
Description
The current model has a reference back to an Observatory from the ProposalCycle - however it is often the case that the proposal cycle might only be for a subset of Telescopes that belong to an Observatory, so it might be better if the ProposalCycle had a reference to a list of Telescopes instead.
