Dismissing notifications doesn't seem to be dismissing them for the proper amount of time

I received a deluge of notifications that I was continuing to dismiss but kept getting all day long.

Here's a recent log for dismissing a notification. it seems that the client time must not be coming through correctly or the nextCheck time is not being calculated correctly.

It works locally in windows, will need to watch the new logs once it's in azure.

The logic around NextCheck doesn't appear to be right and would just trigger anytime it was your turn.
