[CMS] Deploy CMS in production

This is an overview issue to highlight the path to really have CMS active in production (currently it is up and running but not active at all) and bring clarity to @kelson42

CMS-side and Zimfarm-side, code is (supposedly) ready to proceed, this is only a matter of configuring stuff now.

Order of task below is a tentative, few things will probably have to be quite tightly coordinated or even moved.

• Complete [SRV-B] sync /data/download from storage server with cronjob #543 (only Kiwix collection is being synced ATM)
• [CMS] Configure all CMS collections in CMS prod DB #648
• [SRV-S] deploy library-xml retriever cronjob #559
• [SRV-B] deploy library-xml retriever cronjob #592
• Move Zimfarm receiver to SRV-B #527
• [SRV-M] change ZIM files sync to sync from SRV-B's receiver #576
• [CMS] Deactivate library-generator, populate DB and activate Zimfarm notifications #650
