As a KubeLB admin, I want a mechanism to decommission or stop resources from being reconciled and served. This is important to quickly stop a faulty or compromised tenant from having his configs run in kubelb management cluster. If we are using KKP automation for example, as long as user cluster is there, KKP won't remove the tenant and even if we remove it, KKP will simply recreate it. We have the same case for resources like LoadBalancer, Routes, as well.
