Move bi-weekly WG-Batch  meeting to 1 or 2 hours later

### Describe the issue

We currently have a bi-weekly WG-Batch meeting at 3 PM CET, which is hard for PST time zone contributors.
So, as we discussed in the latest community meeting, we are trying to the current meeting to 1 or 2 hours later.
