[Feature Request]: Support AWS EFA for Transfer Engine #1437

Please add support for AWS Elastic Fabric Adapter (EFA) in the transfer engine. Integrating EFA will improve network performance for distributed workloads and enable better utilization of AWS infrastructure. This is especially important for high-throughput and low-latency transfers within Mooncake's transfer engine module.
Key benefits:
- Reduced network latency for large-data transfers
- Higher bandwidth usage and lower jitter
- Improved scaling on AWS HPC environments
Request: Integrate EFA as an optional transport and update documentation on configuration/usage.
