Define messages sent by the server for UPRA #3

Note: #2 needs to be completed before this can begin
Define type names and the format of messages that are sent by the server to the client, regarding UPRA functionality. The type names need not include upra, in case a more generic message type is used.
The designed message types should be documented with examples in JSON format in the Message type catalog.
