Define messages sent by the client for UPRA #4

Note: #2 needs to be completed before this can begin
Define the type names and format of messages that are sent by the client to the server, regarding UPRA functionality. The type names need not include upra, in case a more generic message type is used.
The designed message types should be documented with examples in JSON format in the Message type catalog.
