Improve HLCA cleaning

Current problems:

• Many cell types are unknown. There are columns transf_ann_level_i_label filling the gaps, but they are not using CellXGene naming schema (in cell_type column)
• development_stage column needs to be mapped to numbers, similarly to Onek1k
