[BUG] startup_info_version has no effect on development version

$ echo >>  ~/.config/kak/kakrc "set global startup_info_version $(getconf INT_MAX)"

$ # INT_MAX = maximum int value, it should hide the changelog for any version.

$ kak

Probably for the wrong reason: any -e argument disables it kak -e ""

Indeed, looking back at the code, it seems we explicitely ignore startup_info_version for the development notes. I am wondering if, now that we only keep 3 versions worth of changes, we should change startup_info_version to a boolean option to just disable startup info altogether.
