reusable test YML tasks must filter for driver tests

Currently, the reusable test YML has tasks that run for both unit tests and driver tests. These steps include configuring the runner for the tests. However, since the majority of the driver tests run on 1ES and the 1ES runners are pre-configured - many of these steps are redundant. The ask here is to filter out the tasks to not run on 1ES runners for the driver tests.
