Function/Class scoped supression statements

From time to time I find myself the need to write something hacky that would need a lot of type: ignore of cast to actually get pyright to completely ignore it, but a file level suppression is too much

The Python typing spec provides a @typing.no_type_check decorator that pyright supports for functions. See here for details.
