Copilot instructions and agents.md files should not auto-load linked markdown files

When using copilot-instructions.md or AGENTS.md files in a workspace, markdown files that are linked within these instruction files are automatically being loaded and included as context. This behavior was meant for pre-agentic flows, and now can lead to unintended context bloat and unexpected behavior when these files simply reference other documentation without intending to include them as active context.

I suggest to disable it completely and leave extra file reads to the agent.

I agree. The same with references in instruction files.
I'm worried a bit that that this will break existing use cases,
