Does current limiting support user-level current limiting? #689

Does current limiting support different current limiting for different users?
for example:
a user limit qps is 10
b User limit qps is 20
...
Because there are thousands of users, there may be thousands of rules. So I would like to ask if sentinel supports this requirement.
