C library

It would be great having some C api and a C library that can be used with introspection or directly from C GTK programs.

@Zacharymk1213 thanks for proposing yourself, although I do not think it is worth doing this yet. Servo is still under heavy development to provide all the apis we will need in this project, so for now I would keep things simple until we have something that is usable.

Since now servo provides regular releases, I think we can start with 0.0.1
