doc: missing documentation for setup and configuration #4562
Description
The repository does not clearly document how to set up and run the Jenkins alerts system
It is unclear:
which environment variables are required
how Jenkins endpoints and jobs are configured
how alerts are triggered and where they are sent
this makes it difficult for new contributors (and even maintainers) to understand, test, or extend the project
