Nice to have: pull overlay styles out of javascript into css

Currently colors of the leaflet overlays are defined in a javascript config file: https://github.com/oceanplanning/oceanplanning.org/blob/master/js/MFOM.config.js#L45-L185

Would it make more sense to define these colors in a css file?
