Change to consistently using /srv/www instead of /var/www

[Brenda:] To be clearer, i'm not proposing changing this on our existing server. But how about we change to /srv/ when we build the new server, to make them all the same.

infrastructure and each apps capistrano config would need to be updated.

@Br3nda (cc @benrfairless ) - do you still want this? Do we care about making it consistant?

Thinking about it, /var/www although not the strict technical place, is

• Morph uses /var/www - Used 29 times in morph (vs none for /srv/www)
• Plannings Alerts, Cuttlefish, They Vote For You uses /srv/www
  • Used 52 times in infrastructure (vs 160 for /srv/www)
• /var/www is the more common convention,
• /var/www is assumed by default apache / nginx configs,
• /var/www is commonly used in documentation.
