Migrate Ansible and Terraform for Morph to this repo

At present the process for provisioning and deploying Morph (https://github.com/openaustralia/morph) is located
in the code repository:

• Ansible: https://github.com/openaustralia/morph/tree/main/provisioning

This means that deploying Morph relies entirely on the other repo

Describe the solution you'd like

• Server provisioning via Terraform in this repository
• Application provisioning via Ansible in this repository
• Removal of production Terraform/Ansible configuration from the Morph repository

Additional context
This is currently a low priority/nice to have request
