scraperwiki-python should be upgraded to python3 on a new branch

Description

New heroku-24 platform doesn't support python2 but including scraperwiki-python breaks the scraper when you try and upgrade to python3

Describe the solution you'd like

We need a new branch (so we don't break existing scrapers)

Additional context

Python2 is EOL since 2019

Example scraper in morph was rewritten to work without using scraperwiki (in PR):

@benrfairless - My gut feeling is this isn't important at the moment, but should be done later in the year
