Provide a non-reverting callback handler

We should probably implement and deploy an output callback handler that is guaranteed not to revert so fillers can whitelist it.

During Edge City we implemented [this one](https://github.com/slice-so/oif-contracts/blob/43c8ec5db18a9725e436b55ff4c11138fa2acad3/src/OutputCallback.sol) that will attempt a call and if it reverts it will send the funds to a user account.
