Oracle and validation systems extension

Incorporate oracle and validation systems compatible with Across, Hyperlane, Arbitrum, and other relevant protocols, including support for standardized cross-chain messaging (ERC 7786 or other standard agreed by interop group) to enable further integrations.

This ticket tracks progress to improve validation support with the goal to:

Improve chain support: Each validation solution has a certain set of support chains, by supporting as many chains as possible we can ensure OIF covers every chain.
Intent customisation: Each validation option has a tradeoff array: Speed, security, and cost. By supporting
Neutrality: The OIF is neutral and does not care about how intents are validated. By having more validation options available if one is unavailable to a user, there should always be another available.
Tickets tracking oracles or PRs implementing support for oracles are always welcome!

Adding those sub-issues to this one to align on core feature issues.
