Update Primary Care Domain reference sets #2984

Why are we doing this?
I recently had an email from Technology Reference Update Distribution (TRUD), stating that a new release (60.0.0) of the Primary Care Domain reference sets is available.
This release is based on the 17 December 2025 SNOMED CT UK Clinical release.
How will we know when it's done?
Release 60.0.0 of the of the Primary Care Domain reference sets will be available to use in OpenCodelists.
What are we doing?
- Update the Primary Care Domain reference sets to the latest release, via the script
- Publish a platform news to let users know about the updated refsets
