Change the CLI name

The CLI name 'ocmqe' does not respond to the repository's goal. Let us update its name to 'ocdm' whose full name is 'openshift cloud data management'.

As far as I can see, here are some criteria:

• multicloud: aws, gcp
• we may incorporate later some common test shared packages

what about ocm-cloud-management ? or ocm-cloud-test-management ?
