How to set custom file upload url for Picture input?

The Picture field is meant for users to select a file to upload from their device. If you want to provide an external URL instead, you can use:

i want to upload a picture but compress it before it saved to disk

so i want find a way to upload file to my custom route using Picture input, but it seems like action is hardcoded in js file.
