Unofficial Windows Support

Windows platforms are not officially supported by Augur, largely due to available resources.

There is an issue (#3108) to make this clearer in the docs.

In the meantime, here is a list of issues that have been closed as unsupported in the event that enough people are interested in windows support that someone is able to create a repository or wiki, or some other resource for people to collaborate on.
