Bump our images to use F42

• Change the Fedora version in the base image and also other images we build, see Use Fedora-41 based base image for all images #638
• Change the target we build for our RPMs in packit-stable (Packit config for ogr, packit and specfile)
• Create an issue for the next Fedora version bump with due date in around 5-6 months

I believe I need this in order to handle Tree-sitter parser packages with Packit.

Build system tree_sitter is provided by package tree-sitter-srpm-macros which is pulled in by package redhat-rpm-config from Fedora 42 onwards.
