We shouldn't necessarily merge all tags from a metric namespace because they may be updated separately -- we can't tell if the tags represent the same underlying concept. However, we may wish to apply a list of tags to a namespace such that they are inherited by all metrics. This would allow the code generators to reuse tag datatypes rather than requiring a separate conversion for each metric.
