Add DEV-INT Urls for DEV space (Internal) & option to override via provider

For Blob repo (& same pattern for other services), we may need a DEV stage added with common URLs for internal testing purposes.

Since there are multiple DEV stages possible, would be great to be able to override this via Provider (example mdm_url is already available & makes quite handy!)

As default propose to use the DEV-INT stage URLs for services.
