Description
When launching two instances of JetBrains IDEs (Rider, IntelliJ IDEA, etc.) on Pop!_OS COSMIC (Wayland), only the first window shows a title bar.
The second window is created without a title bar/controls.
Observed since COSMIC Alpha and still present in COSMIC Beta LTS.
A screenshot is attached showing the window without the header.
Steps to Reproduce

Open a JetBrains IDE (e.g., Rider).

Open a second project in a new window (File ▸ New Window) or start the IDE again.

Compare:
- Window 1 → has title bar and window controls.
- Window 2 → no title bar/controls (no area to drag; no close/maximize buttons).
Expected Behavior
All windows should open with a title bar/header.
Actual Behavior
The second window opens without a title bar.
Reproducibility
Always (100%).

- JetBrains Rider
- JetBrains IntelliJ IDEA
- (likely others using the same JetBrains runtime)
Environment
- Edition: Pop!_OS COSMIC Beta LTS (occurs since Alpha)
- Session: Wayland

Notes
- Happens regardless of how the second window is opened (launcher, terminal, or New Window).
- Tested with COSMIC tiling enabled and disabled — issue persists.
- Likely related to window decorations (CSD/SSD) when creating the second surface.
