Create Github Pages site for Posit Bakery docs

Our docs would likely be more presentable as Github Pages than regular markdown, particularly with how many tables and mermaid diagrams we have. It should be pretty easy to take what we have and transfer it into a set of Quarto docs and publish them to Github Pages.
